Redmine vs Jira: owned issue tracking or Jira Cloud
Redmine and Jira both organize issues into a delivery process, but they offer different kinds of control. Redmine lets a team run an open-source tracker, define issue transitions by type and role, and plan work against versions. Jira Cloud connects issues with development and release information while the vendor operates the application.
Choose Redmine when owning the system and shaping issue/version workflows are worth the administration. Choose Jira Cloud when connected delivery planning is the priority and a hosted service meets your needs. A team buying its first tracker can make that choice directly; a team switching also needs to account for the history and configuration it will bring across.
Compare the working model
| What matters | Redmine upstream | Jira Cloud |
|---|---|---|
| Issue structure | Status transitions by issue type and role, custom fields and time entries | Configurable issue process with paid roles and permissions |
| Planning | Version roadmap plus issue-based Gantt and calendar | Backlog, board, timeline and reports; Premium cross-team dependency planning |
| Code context | Browse changesets, diffs and blame from attached supported repositories | Issue keys associate branches, commits and pull requests with development/release views |
| Application operation | Your team operates the Rails application and its dependencies | Vendor-hosted application |
| Cost basis | Open-source license plus hosting, administration and any separate services | User subscription above or beyond Free needs, plus applicable apps and identity services |
Jira backlog and sprint planning
Jira also supports the planning loop before code is linked: rank the backlog, estimate selected work, set sprint dates and a goal, then inspect remaining work, scope changes and completion. Choose a team-managed project for local configuration or company-managed shared schemes for a common process; Premium Plans adds cross-team dependencies, capacity and scenarios.
Redmine: adapt issues and versions to the process
Redmine's configurable transitions let bugs and other issue types follow different paths, with permissions defined for each role. Subprojects, independently enabled modules, custom fields, time entries, wiki pages and files provide a structure for both the work and its context.
A version roadmap shows target dates and the issues contributing to a release. Its progress calculations use estimates, so the team needs to keep those meaningful. Attached Git, Subversion and other supported repositories expose changesets, diffs and blame alongside the project.
This is a useful combination for a team that wants control over issue handling and release versions. For Scrum boards and burndown, assess the exact plugin or compare native agile tools such as Taiga and OpenProject. If you need a commercial agile plugin, include its cost, compatibility and maintenance separately rather than treating a reseller's feature list as the free Redmine application.
Jira: follow planned work into code and releases
Jira Cloud provides backlog, board and timeline views, with reports for following work. Administrators connect development tools; the team then uses issue keys to associate branches, commits and pull requests with the relevant items. Development panels and release pages help connect implementation activity to the plan.
This makes Jira worth evaluating when several people need to understand how tracked work relates to code and release state. Premium adds cross-team dependency planning, which can become more important as delivery spans teams. Repository connections and issue conventions still need configuration; the subscription does not make every commit automatically traceable.
Redmine vs Jira pricing: operation or subscription
Upstream Redmine is GPL v2 software with community help through forums and IRC. Hosting and any paid support agreement come from separate providers. The application is free to license, while infrastructure, administrator time and any third-party support are separate costs.
Running it involves compatible Ruby and database versions, dependencies, filesystem permissions and repository binaries. Production queue configuration recommends Sidekiq and Redis. Include SMTP, security patches, TLS, log rotation, and backups of both the database and attachments in the operating plan. An organization with an existing owner for this work may value the control; one without that capacity needs to arrange it before adoption.
Jira Free supports ten users and 2 GB with community support. Standard adds roles and permissions, 250 GB and regional business-hours support. Premium adds cross-team planning, unlimited storage and critical-issue support around the clock. Monthly billing uses actual users and annual billing uses user tiers, so check Jira pricing for your team, including required apps and identity services. Anonymous external access is not equivalent to free authenticated contractor seats.
Jira Data Center sales to new customers ended March 30, 2026, so it is not an ordinary new self-hosted alternative to Redmine. If running inside your own infrastructure is a firm requirement, Jira Cloud does not satisfy it.
If you are moving an existing project
Both products provide CSV issue-import paths. Redmine maps columns to fields, with specific handling for parent references; Jira requires export and mapping into its Cloud structure. Neither path by itself establishes a lossless transfer of comments, attachments, users, permissions, automations or app-specific fields.
Choose a project containing the difficult records before setting a cutover date. Compare imported relationships and history, rebuild the intended role transitions, and inspect repository references. For Redmine, also check any plugin against the target application version.
Which one should you try first?
Start with Redmine if a configurable issue/version tracker under your own operation is the goal. Model one release and its issue-type transitions, then review the installation, backup and support arrangements with the person who will own them.
Start with Jira Cloud if you want planned issues connected to code and release information, with paid cross-team planning available as the need grows. Connect a representative repository workflow and price the permissions and planning tier that your team needs.
